Britain and France Plan to Send Military Personnel to the Country should a Peace Agreement is Agreed

Placeholder Diplomatic Meeting

The British and French governments have formalized a declaration of intent concerning the stationing of military forces in the nation in the event a peace deal be struck with Russia, the Prime Minister of Britain, Keir Starmer, has announced.

Subsequent to discussions with allied nations in Paris, he said that the UK and France would "set up defense centers across Ukraine and construct secure facilities for military hardware and military equipment" to discourage any subsequent attack.

The allied nations also put forward that the US would take the lead in overseeing a ceasefire.

Moscow has repeatedly stated that any foreign troops in Ukraine would be considered a "valid objective", but has not yet responded on this new announcement.

The Situation and Continuing Hostilities

The Kremlin's head Vladimir Putin initiated a full-scale invasion of Ukraine in February 2022, and Russian forces at this time holds about 20% of Ukrainian territory.

"This is a vital part of our pledge to stand with Ukraine for the foreseeable future," remarked the UK Prime Minister.

National leaders and high-ranking officials from the "Allied Coalition" were involved in Tuesday's talks.

Addressing reporters at a joint press conference, the Prime Minister further said: "It paves the way for the juridical structure under which British, French, and partner forces could work on the ground in Ukraine, protecting Ukraine's airspace and waters, and restoring Ukraine's defense capabilities for the time to come."

The British leader went on to say that the UK would participate in any Washington-directed monitoring of a prospective cessation of hostilities.

Defense Assurances and Diplomatic Positions

Senior Washington representative Steve Witkoff said that "durable defense assurances and robust prosperity commitments are vital to a lasting peace" in Ukraine – alluding to a central condition made by the Ukrainian government.

He indicated the coalition had "largely finished" their work on establishing such pledges "to ensure the people of Ukraine know that when this war ends, it ends for good."

The former US envoy, US President Donald Trump's advisor, also participated in the negotiations.

Meanwhile, President Macron Emmanuel Macron said that Ukraine's supporters had made "significant headway" at the negotiations.

He said that "comprehensive" defense assurances for Kyiv had been agreed in the event of a prospective ceasefire.

President Volodymyr Zelensky stated that a "major step forward" had been made in Paris, but cautioned that he would only deem efforts to be "adequate" if they led to the end of the fighting.

Earlier, the Ukrainian leader indicated a settlement was "largely prepared". Finalizing the outstanding 10% would "shape the future of peace, the future of Ukraine and Europe".

Unresolved Issues

  • Land and defense assurances have been at the forefront of key disagreements for negotiators.
  • The Russian President has often said that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Russia will seize it, rejecting any compromise over how to conclude the war.
  • The Ukrainian President has thus far ruled out giving up any territory, but has suggested that Ukraine could withdraw its forces to an agreed point – but only if Russia follows suit.

Russia presently holds about 75% of the Donetsk oblast and around 99% of the bordering Luhansk. The pair of oblasts form the area of Donbas.

The original US-led 28-point proposal that was widely leaked to the media last year was viewed by Kyiv and its partners in Europe as being strongly biased in Moscow's direction.

This led to a period of intensive negotiations – with the involved parties trying to revise the document.

The previous month, The Ukrainian government presented the US an revised framework – as well as separate documents outlining prospective security guarantees and arrangements for Ukraine's rebuilding, he stated.
